This new permission is fixed to ensure the EMP system identifies the back-dated transaction that is executed after the Tax filing cycle is locked.
This permission is set defaulted and any no transactions will not be allowed to perform be back-dated if the Tax filing cycle is locked.
Therefore, to allow back-dated transaction after filing cycle is locked, user needs need to configure the permission for each role.
